there is a sign up that says;
‘proper attire required.’
not sure what that would be
people are either there
to donate clothes for people who need clothes
or
they need clothes and are there to pick them up
what is the proper attire for either circumstance?

I agree with markbialczak..A Salvation Army store may have customers without proper clothing to modestly cover body areas that may offend or embarrass other customers. I see people dressed or undressed like that all the time now.
We as a society now seem to have no regard as to what is appropriate dress or behavior while out in public.
Although not offensive, I now see lots of people dressed in pajamas at the airport. Well at least they’re comfy while flying right? :)) Chris

Precisely. Proper attire by whose standards? Are women’s jeans with a bunch of holes in them proper attire? Are men who wear jeans but not belts wearing proper attire? I’m pretty sure a homeless person wants something functional rather than making a fashion statement.
When I bring in clothing to Goodwill, they rarely take it. I think that has more to do with the volume they already have though.
